issue with conda package for windows and python 3.9.9 and 3.10

There is currently a breaking error in loading the DLL file for orekit conda package (probably also stand alone build) for python 3.9.9 and 3.10 under windows. It is confirmed to be working under linux.

Python 3.9.7 is working on windows, please use this as a workaround until this is fixed.
