Add tutorial for maneuver estimation

Since almost a year @luc added the capability to estimate maneuver dates within Orekit orbit determination scheme (batch LS, Kalman etc.).
See Orekit issues 742 and 865.

To our knowledge there isn't any example of this neither in the tutorials nor on the forum.

It would be nice to have a dedicated tutorial that presents and explains this feature in depth.

The tutorial would estimate the dates, direction and thrust of several maneuvers given a set of generated noisy measurements.
