Allow using user specified velocity error for computing tolerance vectors for integrators

Currently only user specified position error is used to compute tolerance vectors for integrators, velocity error is computed inside the method. It can be useful to have a method signature allowing user to specified both position and velocity errors to compute tolerance vectors for integrators.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
