Add relativistic frequency deviation for RangeRate measurements

Currently, clock relativistic correction is not used in RangeRate measurements. Adding it can improve the modelling of the range-rate measurement. The implementation of that offset is given in [1]. It can be implemented as a new EstimationModifier.
