Add suppoirt for loading AGI LeapSecond.dat files
As per forum request Overriding parser in TAIUTCDatFilesLoader, it would be nice ot be able to load directly LeapSecond.dat files from AGI.
The format is almost identical to USNO tai-utc.dat.
