Add new method signature for IodLaplace

Laplace method uses three angular observations to calculate an initial orbit.

Currently, the IodLaplace class has only one signature for the estimate method. This signature uses Vector3D and AbsoluteDate objects. It could be useful to add another method signature that uses AngularRaDec object of Orekit
