Expose underlying UTC-TAI data in UTCScale
I would like an easy way to access the raw UTC-TAI offset data which underlie a UTCScale. I don't see any easy way of extracting that data right now. Thus, I would like to add a getUTCTAIOffsets() method to UTCScale.
