Add covariance frame converter from/to (common) local orbital frame to StateCovarianceMatrixProvider

I'm opening this issue because, in the current form of StateCovarianceMatrixProvider, we can't convert the frame of a covariance matrix from/to a LOFType.

To do so, i plan on adding 3 methods which will enable the following frame conversion :

  • Orekit frame to LOFType.
  • LOFType to Orekit frame.
  • LOFType to LOFType.

I will rely on the following article given by @bryan in this topic.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
