Add possibility to get mean elements from TLE propagators

Following this forum discussion, it would be useful to have a static method computeMeanOrbit in TLE propagators (SGP4 and SDP4) that would allow the user to get the mean elements from the osculating elements (as it is done in DSST, Eckstein-Hechler and Brouwer-Lyddane)
