OEMParser requires USEABLE_{START,STOP}_TIME
the `getPropagator()` method for a returned ephemeris will throw a NPE if `USEABLE_{START,STOP}_TIME` is not set in the OEM file. These key words are optional in the standard and so they should be optional in our implementation as well. The default values to use are `START_TIME` and `STOP_TIME`, which are required by the standard.

Correctly report OEM start/stop times
Updated to use STOP_TIME if USEABLE_STOP_TIME is not specified and the same for
the start time. Added a test case and a new example OEM file.
