Jpype 1.5.1 does not work on Windows

We should freeze jpype==1.5.0 until a jpype 1.5.2 is released with a fix.

Opened a new MR !25 (merged) which increases the orekit jpype version to 12.2.1.1. Once this one is merged, you can create a new tag 12.2.1.1 in the master branch and upload it to PyPi @Petrush .

Version 12.2.1.1 on pypi now.
