Erroneous Earth flattening for model IERS96 in RuggedBuilder

In RuggedBuilder, in the method selectEllipsoid, for model IERS96, the constant used as Earth flattening is false: 1.0 / 298.25645 The proper value is: 1.0 / 298.25642
