+The Orekit team is happy to welcome a new PMC member: Sébastien Dinot (@sdinot).
+
+Sébastien has been immersed in the free and open source software ecosystem
+since 1998. In 2013, he set up the FOSS governance of CS GROUP and its OSPO
+(Open Source Program Office), which he has been running ever since.
+
+Although Sébastien has no expertise in either space dynamics or Java
+development, he has been involved in the Orekit project since 2008, at various
+levels:
+* proposal and deployment of new tools (GitLab, SonarQube, Discourse) and
+ development best practices (CI/CD, quality assurance);
+* administration of the collaborative development platform;
+* creation and maintenance of the website;
+* ensuring the smooth running of the community, proposing changes in the
+ governance of the project.
+
+In addition, Pascal Parraud, who will be retiring very soon, has announced
+that he is leaving the Orekit PMC. We would like to warmly thank Pascal for
+his continuous involvement in the project since 2008 and his valuable
+contributions. We wish him a long and happy retirement, full of enjoyable
+moments. Pascal, we will miss you.
