This file compression algorithm is still widely used in the GNSS
community (SP3 files, clock files, Klobuchar coefficients...)

The assembly:site does not trigger building, testing and packaging.
This goal should be explicitly invoked.

The model has been there for quite some time, but we forgot to include
it in the overview documentation.

This model is now completely superseded by Jacchia-Bowman 2008.

For now, only the key-value text files are supported. XML files will
probably be supported in the future.
