Expose eventhandler finish mehtod to wrapper

In 12.2 the eventhandler got a new method "finish". This is default to do nothing, but for 12.2 not exposed as it would be a breaking change. This should be added for the 13.0 version.

changed milestone to %v13.0

Dismissed, this will be exposed in 12.2 to keep in sync with the jpype version. orekit/orekit_jpype!21 (merged)
