This adds the CSSI space weather file mentioned in orekit#656 (closed)

However, there was a discussion in orekit#656 (comment 2749) about whether the licensing from Celestrak/CSSI/AGI allows to bundle this file in the orekit-data ZIP. I did not find any information about licensing for this file so it would be good if somebody could check this. Nevertheless, I know that GMAT offers this file, for instance in GMAT R2019aBeta1 it is located in GMAT/R2019aBeta1/data/atmosphere/earth.
