change all occurrences of old gitlab repo URL

The old gitlab repo URL https://gitlab.orekit.org/Petrush/orekit_jpype was still mentioned in README.md and pyproject.toml .

In addition, I changed the link to the forum in pyproject.toml so that it points directly to the Orekit python wrapper usage section.
