update rugged 4.0 -> 4.0.1

There are no changes to the Rugged stubs.

After running dl_jars_and_render_stubs.py there were some changes to java-stubs and a few changed lines in hipparchus stubs, but these are unrelated to Rugged changes, so I didn't include them.

I didn't bump Orekit jpype version because Rugged 4.0.1 is a minor update, but if someone asks it, we could consider releasing a new orekit jpype minor version to PyPi.
