+The Orekit team is pleased to announce the release of Orekit version 12.1.3.
+
+This is a patch version with bug fixes only.  
+Changes are:
+ * Correction of measurement status handling in Unscented Kalman Filter,
+ * Inter-satellite measurement correction when satellites have different frames,
+ * Various protection against concurrent modifications,
+ * Correction and performance improvement in NeQuick ionospheric model,
+ * Reduction of numerical in covariance frame transformation,
+ * Correction in DSST osculating propagation,
+ * Correction when parsing RINEX and CCSDS files.
+
+This version depends on Hipparchus 3.1.
+
