Draft: Build image for Orekit Jpype Python wrapper CI

Based on Ubuntu 22.04, with JDK17 and Python.

Note about commits 2 and 3: I disabled the gitlab CI branch rule to be able to build the new image from my private branch. This allowed me to successfully test the image with the orekit jpype CI: https://gitlab.orekit.org/Petrush/orekit_jpype/-/jobs/16971 . And then the last commit reverts the 2nd commit. So you can drop the commits 2 and 3 before merging, or I can do it.

Closing this merge request (but keeping the branch) as in the end I chose to use the default Python docker images for the Orekit jpype's CI pipeline together with the pip package jdk4py.
